At the end of this month, FEMA is done on the Gulf Coast. Like the great military strategy embraced by some, even though the war isn’t over, pull out, declare victory, and move on. No, from our visit in December, it is very clear that the work will not be done on March 1. People will still be without homes. An economic infrastructure will still be missing. Houses under construction will be incomplete. Lives being re-made will be left in despair—again…
